FY27 Community Project Funding Submissions
Leader Jeffries has submitted funding requests for important community projects in New York’s 8th Congressional District to the House Appropriations Committee.
Under guidelines issued by the Committee, each Representative may request funding for projects in their community for Fiscal Year 2027 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.
In compliance with House Rules and Committee requirements, Leader Jeffries has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested.

Project Name: KCDA Deed Theft Prosecution and Prevention Unit

- Description of Request: KCDA is seeking funding for a dedicated Deed Theft Prosecution and Prevention Unit to provide specialized resources dedicated to safeguarding the borough’s homeowners and renters from deed fraud, predatory real estate schemes, and criminal landlord practices that have stripped families of generational wealth, left tenants in crisis, and threaten the stability of Brooklyn’s neighborhoods. Funding will be used to hire prosecutors and support staff to establish a dedicated Deed Theft Prosecution and Prevention Unit. Funds will also be used to procure advanced software tools to identify deed theft.

Project Name: Kingsborough Community College Maritime Workforce and Youth STEM Training Initiative

- Description of Request: Kingsborough Community College (KCC), Brooklyn’s only community college on the Jamaica Bay waterfront, requests federal support to expand maritime and environmental workforce training through advanced simulation labs for credentialed maritime training and a youth-focused STEM-at-sea program. By establishing these labs at a community college, the project increases access for students from underserved communities who may not have opportunities at larger maritime academies. It will also support a Youth Engagement Summer STEM at Sea (YESSS!) Program which is an eight-week summer experiential STEM initiative serving NYC youth aged 10–15. Together, these initiatives strengthen the maritime workforce pipeline in New York Harbor, enhance coastal and ocean STEM education, and expand equitable access to maritime career pathways for both youth and college students. Funding would be used for the engineering, fabrication, installation, maritime equipment, bridge simulator software, navigation and control systems, computing infrastructure, and instructional integration of two labs as well as for instructional staff, STEM lab materials, vessel operations, student transportation and meals, safety and field research equipment, and program administration of the STEM program.

Project Name: Canarsie Forward – Violence Prevention & Service Coordination

- Description of Request: John Jay College seeks funding to reduce gun violence in the Canarsie neighborhood of Brooklyn by targeting intensive case management, cognitive behavioral therapy services and coordinated supervision toward the young people most likely to engage in future acts of violence. The Canarsie Forward initiative will partner with the New York Police Department, the Kings County District Attorney’s Office, and the New York Office of Court Administration to identify and refer high-risk youth with active law enforcement and court involvement. John Jay College will collaborate with community partners to enroll cohorts of at-risk individuals into targeted programs. Funding will be used for staff to develop enhanced data collection and program evaluation infrastructure, to support case management and therapeutic staff to ensure strong coordination and communication with law enforcement partners.

Project Name: Advancing Urban Resilience through Integrated Remote Sensing and Immersive (AR/VR) Technologies

- Description of Request: At the NYU College of Engineering in Brooklyn, several research groups conduct cutting-edge urban research and leverage high-resolution imaging and advanced visualization approaches to provide our researchers with detailed data needed for accurate identification of problems and their solutions. NYU seeks funding to acquire additional remote sensing technologies, build specialized data environments and other materials, supplies in order to establish a hub in Brooklyn that fully integrates urban sensing, imaging, and immersive technologies capabilities to generate high-impact solutions, with a focus on Southern Brooklyn communities. Through this project, NYU researchers will utilize physical remote sensors and imaging technologies to gather detailed data related to the urban environment, transportation flows, weather systems and then use this data to share with local government agencies while building tools to prepare local communities for emergency preparedness purposes.

Project Name: Strengthen services for Brooklyn victims of child abuse and family violence in partnership with law enforcement

- Description of Request: Safe Horizon requests funding to strengthen trauma-informed services for victims of child abuse and family violence in Brooklyn through our Child Advocacy Center and Safe Horizon Counseling Center. These programs provide a coordinated response for children and families impacted by violence—integrating forensic, advocacy, and clinical services to reduce trauma, improve system navigation, and support recovery. Funding would support multidisciplinary child abuse response at the Brooklyn Child Advocacy Center where Safe Horizon works alongside law enforcement, child protective services, prosecutors, and medical partners to ensure children receive timely, child-centered advocacy and stabilization following abuse. This funding would also strengthen our Safe Horizon Counseling Center which provides evidence-based trauma treatments for victims of crime and abuse who have been referred across our network of programs and justice system partners, including courts, and police precincts.

Project Name: Crime Prevention Through Youth Development

- Description of Request: Police Athletic League partners with law enforcement through its law enforcement-led mentoring programs which help prevent crime by reducing youth delinquency, substance use, gang participation, victimization, and juvenile justice system involvement while building trust and stronger relationships between at-risk youth and local law enforcement. Police Athletic League seeks funding to operate the Crime Prevention Through Youth Development Initiative to serve teenagers in communities throughout NY-08 in partnership with the NYPD relevant precincts.

Project Name: Enhancement of Snow Removal Operations in NY08

- Description of Request: Funding would be used by the NYC Department of Sanitation (DSNY) to purchase a snow melter to serve Brooklyn in the event of major snowstorms. Snow melters are an essential part of DSNY’s fleet of equipment. In winter storms with a major amount of accumulation, DSNY hauls snow away from neighborhoods citywide to centrally placed snow melters, where the snow can be safely melted and discharged into NYC Department of Environmental Protection pre-approved locations.

Project Name: Door Replacement – Sheepshead Bay Houses

- Description of Request: Funding would be used by NYCHA for CCTV cameras, layered access entrance system, storefront entrance, intercom system, and interior and/or exterior lighting around building entrances. The detailed scope of work is determined based on the budget, engagement of stakeholders, and specific needs and design of the site. Door Replacement projects examine front entrance doors at the developments that have been frequently damaged by vandals and improved with more secured equipment.

Project Name: Greene Playground Renovation at PS 11

This project will include the reconstruction of the handball courts, new fencing and benches, and improved landscaping throughout the park. It will also involve improved safety padding for the play structure and other safety improvements.

Project Name: Critical Sewer Modernization

- Description of Request: This project would upgrade the existing outfall at Paerdegat Ave North and 4th St, and the associated stormwater sewer from the outfall up 4th St to Avenue K and E 81 St. This project would allow full realization of sewer upgrades that will be constructed as part of the Avenue J project as well as provide increased capacity to service the broader area.

Project Name: NYC Neighborhood Internet Expansion

- Description of Request: Funding would be used to expand Neighborhood Internet, HPD’s partnership-based program to build a network that provides free internet to low-income households, including those that receive Section 8 rental assistance. HPD’s goal is to replicate this network model in Brooklyn to provide internet access to as many low-income households as possible. For every $600 invested in the program, one household can secure access to the internet for 30 years.

Project Name: NYC Aging Older Adult Center Transportation Upgrades

- Description of Request: Purchase of three new 25-person passenger vans to be used for older adult centers in New York City. Passenger vans used at NYC Aging older adult centers are frequently outdated and need to be replaced in order to better serve older adults in New York City. OACs use passenger vans to transport clients to and from home and the center, as well as on outings to a range of other locations.

- Description of Request: This HVAC replacement project is essential to ensuring the continued operation of one of the largest anti-hunger and other basic service providers based in Brooklyn, NY. Each year the organization distributes more than 4.5 million meals and assists hundreds of thousands of visitors through its food pantry, mobile market, and mobile soup kitchen programs, while also connecting thousands of families to case management, healthcare, legal assistance, and other stabilizing services. A modern, energy-efficient HVAC system will stabilize the facility’s operating environment while also reducing the sharply increased utility costs caused by the failing system—costs that currently divert scarce resources away from food purchases and services.
